and yes, i get pissed off by people who choose to make a career or a trade out of begging, or at least give that impression. if it's cold & miserable, and/or they look like they really are hungry, i tend now to offer to buy them a pizza slice from one of the local take-aways (sometimes a full pizza, especially if i'm hungry enough to buy myself one, too); if the offer's declined, i'm liable to form my own conclusions as to why; and especially from the manner of the refusal...

as to the underlying causes of the failure of our societies to care for our own, as we are well rich enough to do, and to help those in the third world build societies capable of doing likewise; the one is a matter of convincing our politicians we do not merely desire it, but that we require it of them, that they use sufficient of our tax money to achieve it; whilst the other in my judgment is still not yet so widely appreciated, that more than say 2% of our gdp should be invested out of our taxes in projects designed to improve local third world economies to the point where they can begin to afford to buy from us... - well, it's not the reason we ought to be doing it, but it's an advantage we'll benefit from, as third world peoples grow rich enough: and we should surely be able to see this.

and we must surely be able to convince our politicians we require they take action to get our green-house gas emissions under control while it's still possible, for one; and we can at least start preferentially buying fair-traded luxuries, especially drugs (such as tea, coffee & chocolate), and privately donating to charities investing in the third world, and those investing in fair-trade-principled commerce, for another; there's doubtless much more, but will these do for starters?
